Dear Mr. Chilk:

l The above-mentioned rule change which proposes to eliminate the requirement for prompt alert and notification for the public prior to the low power operation at nuclear plants is, in the opinion of our i

Board, unwise and unacceptable.

Your Commission must, at some point, consider the safety issues which directly impact the public, rather than promulgate new rules that directly benefit the applicant (Public l

Service Company of New Hampshire).

We are a small Town with, at present, no formal or workable evacu-ation plan.

Our borders lie within one (1) mile of the Seabrook plant.

We have 2 fulltime police officers, a volunteer Civil Defense director with no staff, and a volunteer Fire Department, most of whose members work outside of the Town.

Obviously within these constraints, a public notification system should be in place for any nuclear emergency.

We have objected previously and vehemently in the past to the siting of this nuclear facility in such a densely-populated area, an i

area with only a few major roadways to effect a safe evacuation.

The Commission must at same point hold the applicant responsible for meet-j ing all emergency planning requirements.

To change those requirements to facilitate nuclear licensing is foolhearty and unresponsible and a blatant disregard for the public's safety and welfare.
