't The proposed rule change would eliminate many existing low power licensing requirements, including the following:

emergency response plans, any public notification systems j
'l (including sirens), and the training of offsite emergency y

Ai a resident of the Geabrook nuclear plant area, I vigorously-oppose the proposed amendment to existing safety requiren ants.

The proposed rule has been developed with only the utility's irterests in mind.
The NRC is once again moving to place the g
puolic at risk for the sole purpose of allowing Seabrook Station to'obtain a low power license, even though its ability to be granted a full power licenne is seriously in doubt.
iin the interest of public safety, I urge the Commission to reject the proposed rule change.
