.ts a resident of the Seabrook nucleat plant area, I vigorcasly oppose the proposed < annendment to existing safety requirements.
l The proposed rule has been developed with only the ut111ty's l
interests in mind.
The NRC is once again moving to place the i
public at risk for the sole purpose of allowing Seabrook Station I
to obtain a low-power license, even though the question of whether' it wil,1 ever be granted a full-power license is seriously l
in doubt.

Ill the interest of public safety, I urge the Commission to reject the proposed rt,.'e change.
All offsite emergency response planning requirements mast be in place before allowing any degree of risk to the public, including risks from low power operation.
