20555 Gentlemen:

Joseph M. Parley Nuclear Plant - Units 1 and 2 Seismic Qualification of Electrical Equipment By letter dated December 16, 1987, Alabama Power Company stated its intention to submit a response to Generic Letter 87-02 following issuance of a final staff SER on the generic program developed by the Seismic Qualification Utility Group (SOUG). Alabama Power Company also stated its plan to consider two possible alternatives for addressing Generic Letter 87-02: 1) pursue the generic implementation program approved by the NRC for use by SOUG members; and 2) perform a comparison between Unit 1 and Unit 2, which was reviewed by the NRC and determined to be adequate during initial Unit 2 licensing, to demonstrate that Unit 1 is likewise seismically qualified.

Alabama Power Company intends to propose the comparison method to the NRC for review of its acceptability.

Upon concurrence by the NRC, efforts to implement the comparison method vill be initiated.

Alabama Power Company vill provide a more detailed description of this proposed plan, with a schedule for implementation, by August 23, 1988. Alabama Power Company vill continue to monitor the SOUG program, and maintains this as another alternative for addressing Generic Letter 87-02 should the NRC's review of our proposed comparison be unfavorable.
