Dear Sir:

As a resident of the New Hampshire Seacoast, I am quite pleased that the NRC has proposed a rulemaking that will remove an unnecessary licensing restriction for Seabrook Station.

I have visited Seabrook Station personally and believe that it is a very safe facility.

I understand that the proposed rulemaking clarifies the requirements for emergency planning at low power operation and is well justified on a technical basis.

For these reasons, I strongly urge you to adopt the rulemaking as soon as possible and expeditiously move forward with the licensing process for that facility.

Although I believe that emergency planning is a worthwhile endeavor, the primary emphasis for public health and safety should be the i

plant safety systems and operator training.

The controversy over Seabrook's emergency plan has gone on for much too long.

I urge the NRC to proceed with this rulemaking and resolve outstanding issues so that further wasteful and unnecessary. delays in plant operation are minimized.
