BRANCH June 22, 1988 Secretary of the Commission Attention: Do":keting and Service Branch United States riuclear Regulatory Commission Washington, DC 20555

Dear Gentlemen:

I am writing to urge the NRC to proceed in adopting the proposed clarification of Emergency Planning Requirements for Low Power Licensing /

Testing to make it clear that Of fsite Emergency Sirens are not necessary or required during Seabrook Low Power Testing.

It is unfortunate that the few politicians from Massachusetts, only for their own political aspirations, are trying to stop a good plant such as Seabrook.

New England needs the power from Seabrook Station.

Sincerely,

$4% suo b.
