NRC EXPORT LICENSE APPLICATION - INHTS FOREIGN CONTRACT NUMBER WC JA 54 An NRC Form 7, Application for License to Export Nuclear Material and Equipment, is su)mitted (Enclosure 1) for export of six irradiated (FFTF) fuel rods to the Power Reactor and Nuclear Fuel Development Corporation (PNC) in Japan, at the 0 Arai Engineering Center.
The export will be a government-to government shipment under the Specific Memorandum of Agreement (Enclosure 2) between the USDOE and PNC for development of fuels and materials for liquid metal reactors. According to Section F.4 of Appendix F. DOE is responsible for obtatring the export license, and PNC is responsible for all shipping arrangements.
The fuel is located at Wastinghouse Hanford Company (WHC), the DOE Richland Operations Office contractor for Fast Flux Test Facility (FFTF) operations and the Liquid Metr.1 Reactor (LMR) Program. The number of DOE's contract with WHC is DE AC06 87RL10930.
1 PNC will perform post irradiation examination (PIE) of the fuel rods, and will cut sample sections from some of the rods for further examination.
PNC will retain the PIE samples permanently, and return the remainder of the l
fuel rods to USDOE, as stated in the July 1,1988, letter from PNC to DOE /NE l
(Enclosure 3).
