Dear Sir:

I am writing to urge the NRC to adopt the proposed "Interpretive Rule" which would clarify the requirements which must be met before a nuclear power plant is granted a license to perform low power testing.

l As'a New Hampshire resident, I strongly feel that New England l

desperately needs the power which Seabrook Station would generate.

Controversy over Seabrook's emergency plan has gone on for much too long l

and has resulted in tbs needless waste of billions of dollars. Please I

proceed with the prop sed rule and the licensing of Seabrook Station.
