As a life-long resident of New Hampshire, I am very much aware of the ever-increasing demand for electricity; particularly in the New England area. Seabrook Station is an important factor in meeting the anticipated and very near energy shortfalls. Bet, because of anti-nuclear sentiment and political controversies over emergency evacuation plans, an operating license has yet to be obtained.

It is my understanding that the proposed revision to the NRC rule-making, 10 CFR 50.47(d), would clarifiy the necessary emergency preparedness requirements for low power operation and would not jeopardize the public health and safety.

Seabrook Station has met all safety requirements, fuel is loaded and is ready to relieve New Hampshire and New England of its energy demands. The controversy over Seabrook has gone on too long; there-fore I encourage the NRC to proceed with this rulemaking revision as soon as possible.
