Dear Mr. Russell:
Philadelphia Electric Company (PE) previously submitted to you, with the referenced letter,Section I of our "Plan for Restart of Peach Bottom Atomic Power Station" (Plan) in compliance with the March 31, 1987 Order.
Section I of the Plan addressed one of four root causes which PE identified in relationship to the problems raised in the Shutdown Order and described our revised corporate organization and systems for management and support of our nuclear operations.
Enclosed herewith are fifteen (15) copies of Section II of the Plan, entitled Plan for Restart of Peach Bottom Atomic Power Station, Section II:
PBAPS Action.
Section II presents the detailed corrective action objectives and activities which have been established to address the other three root causes which we have identified as the reasons for the declining performance at Peach Bottom.
Both Sections I and II of the Plan are based on an in-depth analysis of the specific problems addressed in the order, the root causes of those problems and the corrective actions required to address those root causes.
Within the Plan we have indicated specifically which corrective actions are now complete and which 9gje are to be completed prior to restart.

2-Concurrent with implementation of the corrective action activities listed in the Plan, PE is also undertaking preventive and corrective maintenance-activities to improve the material condition and ensure the safety and operational readiness of the plant.
We believe that Sections I and II of the Plan address all NRC concerns expressed in the' Order.
This Plan is submitted for your approval as PE's response to the NRC requirement.for a comprehensive plan prior to restart of Peach Bottom.
The Plan supersedes the Commitment to Excellence Plan submitted August 7, 1987.
We are developing a comprehensive schedule to accomplish the Plan.
This schedule will be submitted to the NRC in April 1988.
