I am writing to strongly urge the NRC to proceed in adopting their proposed rule clarification of Emergency Planning requirements for low-power testing to state clearly that off-site emergency sirens are not needed during low-power testing of plants such as Seabrook Station.

As an electrical engineer with particular expertise in Nuclear Power Generation, I am confident that Seabrook Station with all the technical require-ments having been imposed on them, deserves a change to run.
