. ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT

The U. S. Nuclear Regulatory Commission (the Comission) is considering issuance of amendments to Facility Operating License Nos. NPF-4 and NPF-7, issued to Virginia Electric and Power Company (the license 6), for operation of the North Anna Power Station, Units No.1 and No. 2 (NA-182), located in Louisa County, Virginia.

1 ENVIRONMENTAL ASSESSMENT i

Identification of Proposed Action:

i The proposed amendments would revise the NA-182 Technical Specifications (TS) containment air temperature upper limit to 120*F, and would increase the required containment test pressure for the integrated (Type A) and local (Types B and C) leak rate tests (NA-1&D TS 3.6.1.2) from the current value of j

40.6 psig to 44.1 psig.

The proposed action is in accordance with the licensee's application for amendments dated March 2, 1988.

The Need for the Proposed Action:

The proposed change to the TS is needed due to the fact that the current containment bulk air temperature and the service water temperature limits represent a severe constraint to the operation of NA-142 during the sumer months.

Environmental Impacts of the Proposed Action:

The Comission has completea its evaluation oi the proposed revisions.to the Technical Specifications. The proposed revisions would allow the licensee to operate with an allowable containment air temperature of up to 120'F. The plant design basis was reviewed to determine which transients are impacted by the increased service water temperature and containment bulk temperature. The maximum service water temperature, while analyzed at 97'F, would not be changed at this time since the service water system modifications recently put into place at NA-182 can maintain the reservoir temperature below the currently allowable 95'F.

In addition, the results of the review of the containment bulk temperature indicate that the containment design criteria are not violated at the initial conditions of 120*F containment temperature, 97'F service water temperature and the lower volume of refueling water storage tank water.

Therefore, the proposed changes do not increase the probabil:ty or ccnsequences of accidents, no changes are b61ng made in the types of any effluents that nwy be released offsite, and there is no significant increase in the allowabic individual or cumulative occupational radiation exposure. Accordingly, the Comission concludes that this proposed action would result in no significant i

radiological environmental impact.

With regard to potential nonradiological impacts, the proposed change to the TS involves systems located within the restricted area as defined in 10 CFR Part 20. They do not affect nunradiological plant effluents and have no other environmental impacts. Therefore, the Comission concludes that there are no significant nonradiological environrental impacts associated with the proposed l

amendments.

... n Alternatives to the Proposed Action:

Since the Commission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equai or greater environmental impacts need not be evaluated.

The principal alternative would be to deny the requested amendments. This would not reduce environmental impacts of plant operation and would result in reduced operationai flexibility.

Alternative Use of Risources:

This action does not involve the use of any resources not previously considered in the Firal Environmental Statements for the North Anna Power Station, Units No. I and 2.

Agencies and Persons Consulted:

The NRC staff reviewed the licensee's request and did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed license amendments.

Based upon the foregoing environmental assessment, we conclude that the proposed action will noi have a significant effect on the quality of the human environment.
