APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A to that license be amended to 1) clarify Axial Flux Difference requirements between 15% and 50% Rated Thermal Power, 2) delete a BV-1 blank page, 3) change the steam generator tube inspection results reporting requirements, and 4) add the steam generator tube ISI report to 6.9.2.

The proposed technical specification change is set forth in Attachment A to this Application. A Safety Evaluation is set forth in Attachment B. A no significant hazard evaluation is setforth in Attachment C. Based on the guidance provided by the Commission, the proposed changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that Appendix A to these Operating Licenses be amended in the form attached hereto as Attachment A.
