NRC INSPECTION REPORT 50-456/98019(DRS); 50-457/98019(DRS)
Dear Mr. Kingsley:
On October 30,1998, the NRC completed a follow-up inspection of your implementation of
10 CFR 50.65, " Requirements for Monitoring the Effectiveness of Maintenance at Nuclear
Power Plants," (the maintenance rule) at the Braidwood Nuclear Power Station, Units 1 and 2.
The enclosed report presents the results of that inspection.
Your program for implementing the requirements of the maintenance rule followed the guidance
provided in NUMARC 93-01," Industry Guideline for Monitoring the Effectiveness of
Maintenance at Nuclear Power Plants," dated April 1996, which was endorsed in Regulatory
Guide 1.160, " Monitoring the Effectiveness of Maintenance at Nuclear Power Plants," dated
March 1997. Concems and open issues identified during the December 1997 baseline
inspection were adequately resolved and your program was revised accordingly to meet the
requirements of the maintenance rule. The periodic assessment, which was required by (a)(3)
of the maintenance rule, was more oriented toward providing guidance on how to perform the
assessment versus evaluation of maintenance rule activities, such that it did not provide a good
assessment of the effectiveness of the maintenance activities.
No violations of NRC requirements were identified during the course of this inspection.
