SUBJECT:

IAEA MEETING TRIP REPORT I attended an IAEA Technical Comittee Neeting concerning research reactor safety principles at Vienna, Austria on October 17-21, 1988.

I The purpose of the meeting was to review, comment upon, and if necessary,les redraf t a proposed sa ety guide entitled "Research Reactor Safety Princip and Criteria'. The r-rpose of the guide is to provide help to the research reactor designer as tt. the basic safety principles that should be incorporated

l into a new reactor design.

Five working groups were formed to focus on reviewing section of the safety guide.

I was the chairman of the working group that looked at specific safety principles for reactor siting, buildings and structures, rer.ctor core design and control, reactor coolant systens, comissioning, accident analysis, operational limitr. and conditions, and decomissioning.

The safety guide was extensively reworked by the technical comittee.

The document is now entitled "Design for Safety of Research Reactors" and focuses on the broad goals that the reactor designer should meet. The document does not appear'to be in conflict with NRC regulations or what the staff has found 3

to be acceptable in past research reactor designs.

i Because of the amount of changes that were made to the document, the draft that was created at the meeting is beiag sent to each comittee member for final coments.

I was personally impressed by the work ethic and willingness to settle differences of opinion that was displayed by the comittee.

I was surprised to see that the largest contingent, with five members, was from the Soviet Union. The Soviets distributed several papers about research reactor safety.
