e PUBLIC NOTICE NRC STAFF PROPOSES TO AMEND OPERATING LICENSE AT SEQUOYAH NUCLEAR PLANT The Nuclear Regulatory Commission staff has received an application dated June 13, 1988, from the Tennessee Valley Authority (TVA or the licensee) for an exigent amendment to the operating license for the Sdquoyah Nuclear Plant, located in Hamilton County, Tennessee.

If approved, the amendment would delete the organizational charts from the administrative controls section of the Technical Specifications (TS) in accordance with Generic Letter (GL) 88-06.

In addition, the title of Manager of Nuclear Power is being changed to Senior Vice President, Nuclear Power Group; references to the organization charts are being deleted and two references are being added to the "unit" organization in TS Section 6.2.

The Comission has determined that this change should be implemented as soon as possible. The amendment would permit organizational changes to be made by the licensee more expeditiously.

Since the proposed changes have no adverse effect on safety and would be beneficial to overall efficiency, such changes should be ?ermitted with minimum delay. Consequently, the NRC staff has determir.ed that these exigent circumstances justify reducing the public notice period r.ormally provided for licensing amendments and proposes to issue the amendment at the close of business June 30, 1988.

The licensee has evaluated this proposed change with regard to the determination of whether or not a significant hazards consideration is involved. Operation of Seqboyah in accordance with the proposed amendment I

. of an accident previously evaluated. This proposed change is administrative in nature and is intended to eliminate the need for NRC approval of a license amendment before implementation of an organization change. The changes to titles and references are also administrative in nature. The functions specified in Section 6 important to the safe operation of Sequoyah have not been altered or deleted. There are no hardware, procedure, personnel or analysis changes represented by this proposal that adversely affect the probability of occurrence or the consequences of an accident previously evaluated in the plant Final Safety Analysis Report.

The proposed amendment will not create the possibility of a new or j

different kind of accident from any previously analyzed.

This proposed change is administrative in nature and is intended to eliminate an unnecessary expenditure of resources to facilitate organization changes. The functions important to safety will continue to be performed by those individuals who are technically competent to perform these functions. The proposed change does not affect the functions specified in Section 6 of the TS for safety reviews and audits conducted at the site by the Plant Operations Review Connittee, Nuclear Safety Review Board, Radiological Assessment Review Connittee and Technical Review and Contro1.

The proposed amendment will not involve a significant reduction in a margin of safety.

Because general organization requirements will be maintained in the TS, removal of the organizational charts represents no reduction in current safety requirements. These changes will simply allow the implementation of changes in the organi:ation structure without obtaining NRC approval.

The changes to position titles and group references, as an administrative change, will also not reduce the margin of safety.

The changes to the organizational structure are administrative in nature and do not affect the consequences of any accident previously considered nor create the possibility of an accident of a different kind, nor decrease any margin of safety.

If the proposed detennination that the requested license caendment involves no significant hazards consideration becomes final, the staff will issue the An amendments without first offering an opportunity for a public hearing.
