PROPOSED IMPOSITION OF CIVIL' PENALTY - $25,000

This.is to inform the Comission that a' Notice of Violation and. Proposed Imposition of Civil Penalty in the amount of Twenty-Five Thousand Dollars
($25,000) will be issued on or about February 11, 1988 to The Detroit Edison Company. This action is based on a design error discovered in the circuitry of the swing electrical bus which would havo resulted in the loss of both divisions of low pressure coolant injection during_an accident' condition. The escalation and mitigation factors in the Enforcement Policy were considered and the civil penalty has been mitigated by 50 percent because of the licensee's prompt and extensive corrective action.
It should be noted that the licensee has not,been specifica11y' informed of the enforcement action. The schedule of issuance'and notification is:

The lice,de has thirty days from the date of the Notice in which to respond'.
Following NRC evaluation of the response, the civil nenalty may be remitted, mitigated, or imposed by Order.
