OMB SUPPORTING STATEMENT FOR NRC PROPOSAL PREPARATION INSTRUCTIONS (NRC 455)

Description of Information Collection The NRC Division of Contracts in soliciting proposals for research and technical assistance uses Proposal Preparation Instructions to inform offerors of specific requirements reoarding the format and content of technical and cost proposals to be submitted in response to agency solicitations. The instructions provide the framework for technical, management and cost information to be included in proposals.

A. JUSTIFICATION

1. Need for the Collection of Information. All factors including price and cost and any significant subfactors that will be considered in awarding the contract and the relative importance the NRC places on these evaluation factors and subfactors are specified in each solicitation. The requested technical, management and cost information is needed to evaluate the proposals to detennine which conforming proposal is most advantageous to the Government. The instructions, included pursuant to FAR 15.406-5(b), advise offerors of what NRC expects in their proposals and serve as a guide to enable offerors to prepare proposals properly. Prescription of form, format and content of technical and cost proposals establishes the necessary order for and facilitates the evaluation process.
2. Acency Use of Information. Initially the information is used for evaluation of proposals. Upon close of the solicitation, technical proposals are distributed to the members of the Source Evaluation Panel (SEP) composed of representatives of the Technical Program Office who, concurrently, independently examine and rate the proposals against the solicitation evaluation criteria. Cost proposals are evaluated by the Contracting Officer and his/her staff with input from the SEP as required. Document 3 tion resulting from this process forms the basis for determination of the Competitive Range. The information continues to be used throughout subsequent source selection procedures as prescribed in FAR Subpart 15.6. The consequences of not conducting the information collection would be to effectively stymie the competitive acquisition of required services in a timely manner.
3. Reduction of Burden Throuah Information Technolooy. Use of information technology for reduction of burden is encouraged.

However, NRC is not aware of any improved information technology which could be considered for use at this time. The information requested is solicitation specific and must be addressed to the particular effort. There are no legal obstacles to reducing the burden associated with this information collection assuming that 1

sensitive information can be protected from improper disclosure and that the integrity of the competitive procurement process is maintained.

4 Effort to Identify Duplication. The Federal Information Locator System (FILS) was searched anl no duplication was found.

5. Effort to Use Similar Information. The information collection is solicitation specific. Similar busines; information relative to an individual offeror which may be available from prior solicitations or awards may not be considered in the evaluation of proposals.

Only information as conveyed in the proposal may be evaluated to assess the offeror's ability to successfully accomplish the prospective contract. To the extent there is similar infonnation, updating or tailoring to the prospective contract by the offeror would have the effect of reducing the burden.

6. Effort to Reduce Small Business Burden. The information collection  ;

is structured to facilitate the effective and efficient evaluation '

of proposals received under full and open competition. Maintenance of the integrity of the competitive acquisition process precludes efforts to reduce the burden for small business concerns. Of the I total FY 86 NRC contract program, 43% of the total dollar amount of all prime contracts having a value of $10,000 or more was awarded to  !

small business.

7. Consequences of less Frequent Collection. Not applicable to this collection. The information is solicitation specific and is submitted only once by the respondents, at the time of submission of their proposal in response to an NRC solicitation.

8 Circumstances Which Justify Variation From OMB Guidelines. Counter to OMB guidelines, offerors are requested to submit an original and four copies of technical and cost proposals. This number of copies is required to allow each scoring member of the Source Evaluation Panel (nonnally three) to concurrently conduct an independent technical review of the proposal. One set is the Division of Contracts working file. The originals are filed in the official contract file. The burden associated with duplicating two additional copies at the time the materials are assembled for copying is offset by avoidance of delays encountered in the removal of bindings and copying, and of the risks involved in handling sensitive information and possible mis-assembly. Expedition of the evaluation process and resultant reduction in lead time for contract award is in the best interest of all parties.

9 Consultations Outside the NRC. None.

10. Confidentiality of Information. Through use of FAR Solicitation l i

Provision 52.215-12. "Restriction on Disclosure and Use of Data (APR 1984)," offerors are advised of procedures to be used to mark data included in their proposal that they do not want disclosed to the

public for any purpose or used by the Government except for evaluation purposes. Proposals are safeguarded from unauthorized disclosure as prescribed hy FAR 15.411 and 15.413. '

11. Justification for Sensitive Questions. No sensitive infonnation normally considered private or perToRal is required or requested.
12. Estimated Annualized Cost to the Federal Government. The estimated cost to the Agency attributable to this collection is $135,000. The cost to the Government was derived from experience as to the approximate time contract specialists and program personnel expend in ensuring that offerors comply with the instructions. The collection will require an average of three hours of NRC Staff time per proposal. For 750 respondents, the collection will require 2,250 hours0.00289 days <br />0.0694 hours <br />4.133598e-4 weeks <br />9.5125e-5 months <br />. The hours are then multiplied by the standard of

$60/ hour to arrive at the approximate cost to the Agency.

13. Estimate of Burden. The estimated annual burden for this information collection per offeror is 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br />, x 750 offerors annually for a total offeror annual burden of 75,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />.

14 Reasons for Change in Burden. The burden estimated herein l represents a decrease of 25,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> in the annual burden estimated under the current clearance. The burden was reestimated using available data in the NRC contract infonnation system. The reduction may be attributed to the trend toward larger but fewer actions or possibly changes in industry practices.

15. Publication for Statistical Use. The results will not be published or tabulated.

B. COLLECTIONS OF INFORMATION EMPLOYING STATISTICAL METHODS This collection of information does not employ statistical methods.

l Proposal Presentation and Format  ;

a. Proposals must be typed, printed or reprodJced on letter-size paper and each copy must be legible,
b. Proposals in response to this Request for Proposal must be submitted in the following three (3) separate and distinct parts:
1) Two (2) original signed copies of this solicitation package. All applicable sections must be completed by the Offeror.
2) One (1) original and 4 copies of the "Cost Proposal" shall be submitted.
3) One (1) original and 4 copies of the "Technical and Management Proposal" shall be submitted.
c. Cost Proposal The Offeror must utilize the Standard Form 1411, Contractino Pricino l Proposal Cover Sheet, in submitting the Cost Proposal. A copy of the i form and instructions are attached to this solicitation. The information must include pertinent details sufficient to show the elements of cost i upon which the total cost is predicated. The Cost Proposal must be j submitted separately from the Technical and Management Proposal, j
d. Technical and Management Proposal The Technical and Management Proposal shall not contain any reference to cost. Resource information such as data concerning labor hours, and categories, materials, subcontracts, travel, computer time, etc., shall be included in the Technical and Managenent Proposal so that the Offeror's understanding of the scope of work may be evaluated.

The Offeror shall submit' with the Technical and Management Proposal full and cor.plete information as set forth below to permit the Government to make a thorough evaluation and a sound detennination that the proposed approach will have a reasonable likelihood of meeting the requirements and objectives of this pr curement.

Statements which paraphrase the statement of work without communicating the specific innovation proposed by the Offeror or Statements to the effect that the Offeror's understanding can or will comply with the statement of work may be construed as an indication of the Offeror's lack of understanding of the statement of work and objectives.

The Technical and Manaoement Proposal shall set forth as a minimum the following:

)

Discussion of the statement of work to substantiate the Offeror's understanding of the requirement. l

2) l Discussion of the proposed method of approach to meet the objective. )

3) Indicate potential problem areas and the approach to be taken to resolve said areas.
4) Statements of any interpretations, requirements, or assumptions made by the Offeror.
5) Discuss support personnel and facilities available to assist the professional personnel.
6) Identify "Key Personnel," and for the person (s) so identified, specify the percentage of time currently consnitted to other projects over the course of the proposed contract period of performance.
7) Include resumes for all professional personnel to be utilized in the performance of any resulting contract. Include educational background, specific pertinent work experience and a list of any pertinent publications authored by the individual.
8) Describe the source of personnel required for performance of each task including those not presently employed by the Offeror. If any of the personnel are under comitment, describe the terms of the comi tment(s) . Note specifically the personnel that will be employed at time of contract award.
9) If the Offeror plans to obtain consultant services, explain the need for such services. List the proposed consultants by name, describe the work they will perform under this contract, and include related past experience. Individuals whu are employees of the Contractor or of the U.S. Government are prohibited from being paid as a consultant under this contract.
10) If the C'feror plans to subcontract any of the work to be performed, list proposed subcontrat. tors, if known, by name. Provide a detailed description of the work to be performed by the subcontractor.

12) Project scheduling and contingency planning demonstrating a logical progression and integration of the tasks to insure completion within the performance period and without program slippage.
13) Describe the management organizational structure delineating areas of responsibility and authority under the proposed effort. Describe the relationship of the project organization to corporate management and to subcontractors, if any. Discuss the functions and authorities of the Project Manager.  !
