CKEllHG A SINCI-BRANCH Hay 21, 1988 Samuel J. Chilk Secretcry of the Commission Attention: Docketing U.S. Nuclear Regulatory Commission and Service Branch 1717 H Street, N W.
Washington, D.C.
20555 Dear Sir i
On May 9, 1988, the Nuclear Regulatory Commissior (NRC) published
['%

l a proposed change to its emergency planning requirements for fuel loading and low power operation of nuclear power plants.
The proposed rule change would eliminate many existing low power licensing requirements, including the followings offsite emergency response plans, any public notification systems (including sirens), and the training of offsite emergency response personnel, j
l As a resident of the Seabrook nuclear plant area, I vigorously oppose the proposed amendment to existing safety requirements.
The proposed rule has been developed hith only the utility's interests in mind.
The NRC is once again moving to place the public at risk for the sole purpose of allowing Seabrook Station j
to obtain a low power license, even though its ability to be granted _a full power license is seriously in doubt.
O) i, (V
In the interest of public safety, I urge the Commission to reject the propond, rule change.
All offsite emergency response planning / requirements must be.in place before allowing any degree
-of risk to thelpublic,-including risks from low power operatic h.._ -
