In this enclosure Georgia Power Coogany (GPC) presents its response to dated Marchrequest the NRC's 24, 1988.for additional information regarding NRC Bulletin 55-03 questions based The NR1's letter requested answers to four specific on our earlier submittals for Bulletin 85-03 "Motor-Operated Valve Improper Switch Settings". Common Mode Failures Ouring Plant Transients Due to September 4, 1987, He note that our earlier correspondence, e.g.,

referred only to the program for Unit 1, with the program for Unit 2 held in abeyance. GPC continues that approach in this response identical to that of Unit 1.even though the Unit 2 response may eventually be si The GPC answers to the NRC's questions on Hotor Operated Valves (HOVs) are presented in a question - inswer format.

Question 1:

"Has water hammer due to valve closure been considered in the deterc! nation of pressure differentials? If not, explain."

GPC's Response to Question 1:

Hater hanner due to valve closure was not initially considered in the determination requirements of ofBulletin differential pressures (dP) performed pursuant to the 85-03. The precisa co for water hammer to affect valve closure was no!ncident timing required event. t considered a credible However, GPC now intends to use the methodology free Appendix 3 to NEDC-31322 "8NROG Report on Operational Design Basis of Selected MOVs' (tI44) to calculate additional dPs due to water hanner.

Corrections will be made to the initial dP values and any required re-evaluations of MOV acceptability will be performed. These additional calculations and re-evaluations will require time beyond that provided by the sub,1ect request for information due to their congtexity. Therefore, GPC requests a sixty (60) da 22,1968 for providing a final response to this it:a.y extension to June Question 2:
