Gentlemen Pursuant to 10 CFR 50, Commonwealth Edison is hereby applying for an amendment to racility Operating Licenses NPF-11 and NPF-18, Appendix A, Technical Specifications. The purpose of this amendment is to request removal of specific 1 read profiles for each specific DC Battery. This revision will eliminate the need to revise the Technical Specifications every time a DC system load profile change is made.

Attachment A contains background and information and justification for the proposed change. Attachment B contains the proposed change tc Technical Specifications. The proposed change has been reviewed and approved by ioth On-Site and Off-Site Review in accordance with Commonwealth Edison Company procedures. This amendment request has been evaluated in accordance with 10 CFR 50.92(c) and it was determined that no significant hasards consideration exists. That evaluation is documented in Attachment C.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated Stats Official.

In accordance with 10 CFR 170, a fee semittance in the amount of 5150.00 is enclosed, fGD

COUNTY STATION _ UNITS 1 AND_2 BACKGROUND _AND_ DISCUSS 10tt BACEGROUND Modifications M-1-1-84-034 and M-1-2-84-061 added the Alternate Rod Insertion system to Units 1 and 2, respectively. These modificatione added DC loads to Division 1 and Divlelon 2 Busses. As a result of these and other modifications, minor revisions to all DC Load profile Tables are required. To eliminate the need to revise these Tables each time a modification is installed on any DC Busses in the future, it is proposed that the detailed listing of the load profile be removed from the Technical Specification.

DISCUSSIDH The proposed Technical Specification Amendment requests removal of specific load proflies for each specific battery. This revision will eliminate the need to revise the Technical Specification every time a DC System load profile change is made. Listings of DC bus load proflies will continue to be maintained in the UTSAR Tables 8.3-12 through 8.3-14. These DC System Load Tables will be updated annually as changes are made in accordance with 10 CTR 50.71(e). The elimination of specific load proflies for each battery charger and battery will make Technical Specifications 4.8.2.3.2.c.4 and 4.8.2.3.2.d similar to the Byron Station Technical Specifications 4.8.2.1.2.c.4 and 4.8.2.1.2.d covering the same area. No changes to the Technical Specification Bases are being proposed. No change to the Technical Specification Limiting Conditions for Operation or actual surveillance testing requirements are being proposed.
