1.0 INTRODUCTION

By letter dated October P, '987 Tannessee Valley tuthority (The licensee) requested a change to the Brower. Ferry Nuclear Plant. Unit 1, 2 and 3 Tecnnical Specifications to reference the ASME Section XI Pump and Yalve Program definition erd to revise applicable surveillance tests frequencies consistent with the specified ASME proqren. The existing monthly pump and valve surveillance test frequencies were based upon earlier editions of the ASME code which have been revisrd in a -ore recent editier tha* spacifies quarterly testing requiraments.

2 specifications which is to perform pump and valve operability testing in accordance with the requirements of 10 CFR 50.55a.

The licensee's request to modify the technical specifications to include an ASME Section XI Pump and Valve Program definition and to refererce this definition throughout epplicable pump and valve surveillance test requirements, thereby decreasing the frequency of testing, is I.cceptable. The chance is consistent with the requirements specified in 10 CFF 50.55a and is similar to that which has been reviewed and approved in the technical specifications for a number of recently licensed reactort, e.g.. Hope Creek and Limerick 1.

Cased on the ebove evaluation, the staff finds the proposed changes to the Tecnnical Specification are acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

The amendments invelve a change to a requirement with respect to installation or use of a faellity component located within the restricted area as defined in 10 CFp Part 70 and changes to f,urveillance requirements. The staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation expofure. The Comission has previously issued a proposed finding that these amendments involve no sienificant hazards consider.

ation and there has been no public coment on sucn finding. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.?2(c)(9).

Fursuant to 10 CFR 51.22(b), ro environmental impact statement nor environmental tssessment need be prepared in connection with the issuance of these amendments.

4.0 CONCLUSION

The Comission made a proposed determination that the amendment invohes no significent hazards consideration which was published in the Federal Register (52 FR 2325) on Jarvary 27, 1988 and consulted with the State of Alabama. Fo public corrents were received and the State of Alabama did not have any coments.

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the cropnsed manner. And (2) such activities vill be conducted in compliance with the Commission's regulations.
