On November 18,1998, Siemens Power Corporation (SPC) transmitted a letter (Reference 1) .

to the NRC requesting NRC's concurrence with SPC's understanding of the safety evaluation l report (SER) for SPC topical report ANF-1125, Supplement 1, Appendix E,"ANFB Critical Power Correlation Determination of Atrium-9B Additive Constant Uncertainties". In the letter, you requested the following points be clarified:

. NRC's concurrence with the definition of the maximum design limit in order to avoid any future misunderstanding regarding the application of )D the limit. (The discussion of the definition for maximum design limit is provided in Attachment A of your letter dated November 18,1998.)

. NRC's concurrence with SPC's understanding that safety limit g'y calculations using an ANFB additive constant uncertainties (ACU) value &

of 0.029 continue to be acceptable for Atrium-9B fuel.

The NRC staff finds that SPC's understanding of the above clarifications correct.
