5- CAW 88 125 (b) It is information which is marketable in many ways. The extent to which such information is available to compatitors diminishes the Westinghouse abi'.ity to sell products and services involving the use of the inforuation.

(c) Use by our competitor would put Westinghouse at a competitive disadvantage by reducing his e.xpend;ture of rescarces at our expense.

1 (d) Each component of proprietary information pertinent to a l particular competitive advantage is potentially as valuable as the total competitive advantage. If competitors acquire components of proprietary information, any one compenent may be the key to the entire puzzle, 'hereby depriving Westinghouse of a coepetitive advantage.

(e) Unrestricted disclosure would jeopardize the position of prominence of Westinghouse in the world market, and thereby give a market advantage to the competition of those countries.

(f) The Westinghouse capacity to invest corporate assets in research and development depert upon the success in obtaining and raintaining : nmpetitive advantage.

(a) Provide documentation of the analyses, methods, I acceptance criteria, and testing used for developing I process parameters utilized to install sleeves in steam gensrator tubes to repair degraded or defective tubes.

(b) Provide a description of the tube sleeve installation tooling and qualification process.

(c) Establish the minimun. wall thickness of sleeves in compliance with Regulatory Guide 1.171.

(d) Demonstrate structural integrity of the repaired tube. 1 (e) Demonstrate no adverse impact on safety analyses and '

operation due to sleeve flow effects.

(f) Demonstrate capability to inspect the repair configuration using eddy current techniques as recommended in Regulatory Guide 1.83.

(g) Discuss features of installation tooling and process which will keep occupational ndiation exposure as low as reasotiably achieveable (ALARA),

(h) Assist the customer to obtain NRC approval.

Further this infomation has substantial connercial value as follows:

.;t (a) Westinghouse plans to sell the use of similar information to its customers for purposes of meeting l NRC requirements for licensing documentation.

(b) Westinghouse can sell support and defense of the technology to its customers in the licensing process.

Public disclosure of this proprietary infomation is likely to cause substantial harm to the competitive position of Westinghouse because it would enhance the ability of competitors to provide similar analytical documentation and licensing defense services for connercial power reacters f without comensurate expenses. Also, public disclosure of 1; the infomation would enable others to use the information  ;

The development of the technology described in part by the '
