UNITED STATES NUCLEAR REGULATORY COMMISSION n
r, w AsMisoToN, D. C. 20655
~s.,...../
NOV t o 1988 Mr. Keith M. White 305 Duncan Brydr, Texas, 77801 Dear Mr. White' The enclosed i tet U fically what you requested P. your letter of October 22, 1988, but shous some idea of the extent to which we examine commercial nuclear power p
'l rooms.
Improvements and corrections to control rooms as a result cf ' o a neering discrepancies identified during the control room design reviev icess re negotiated with each licensee or, an individual basis, sometimes over w S j of several years.
Because of the complexity of the design change process o.
, e fact that work in the control room usually takes place during a refueling shutdown (about every 18 months), the complete implementation process may take 3-5 years. With 119 nuclear units in the U.S., my staft is not really able to maintain photographic records of the implemented improvements, much less photographic records of "before and after". We do mantain extensive records of all negotiated modifications, but these are contained in a series of Safety Evaluation Reports for each plant.
Let me suggest to you a report by the Electric Power Research Institute (EPRI),
"Control-room Deficiencies, Remedial Options, and Human Factors Research Needs,"
dated May 1988. The EPRI address is 3412 Hillview Avenue, P.alo Alto, California, 94304, and a contact there is Dr. H. L. Parris.
Your project is interesting and worthwhile and the kind of thing I wish we could do.
Unfortunately our limited resources must be spent in regulation, inspection and enforf.ement and we do not have the time to demonstrate the value of good human i
factors efforts.
I would be interested in a copy of your report when you are tinished. Good luck in the project.
Sincerely, i
