dated November 20,1978," Control Room Dose" Reference (a) provided an analysis of radiation exposure at the site boundary and the plant Control Room following a maximum hypothetical accident, a fuel handling accident, and a control element assembly ejection event. During a subsequent ;c. phone conference (Reference b), Mr. A. W. Dromerick of your staff asked for the following information to supplement that provided in Reference (a):
- 1. Are high wind measurements in the datafiles on the disk 10 and 60 meters and is wind speed i
measuredin meters /second?
l All' wind measurements are included in the 10 meter and 60 meter 1991,1992, and 1993 j
meteorological data files. Thejoint frequency tables in Attachment (1) are a synopsis of the data on the disks. Some data is missing because of equipment malfunction.
All wind speeds on the disk are in tenth meters per second (e.g., 54 denotes 5.4 m/sec). This O
follows the convention in NUREG/CR-6331, Revision 1, " Atmospheric Relative Concentrations in Building Wakes". In Attachment (1), the wind speeds have been converted to miles / hour and meters /second, as noted on the individual sheets.

- 2. Is the calculation for Ki/Q taken from the Updated Final Safety Analysis Report based on meteorological datafor wind speedfrom all directions or only on-shore?
The site boundary and low population zone atmospheric dispersion coefficients in Chapter 2 of the Calvert Cliffs Updated Final Safety Analysis Report are based on on-shore and along-shore inversion winds. Additionally, the Control Room doses reported to the NRC by Reference (c) are based on the Halltsky methodology with wind from all directions. The Control Room dose data submitted with Reference (a) uses ARCON96 methodology, also with wind from all directions.
The ' AROCN96 methodology is described in NUREG/CR-6331, Revision 1, " Atmospheric Relative Concentrations in Building Wakes."
- 3. Are Ki/Q values used in assessment oflimiting doses based on wind directionfrom all directions or on-shore?
l All Control Room heating, ventilation, and air conditioning atmospheric dispersion coefficients for the current submittals are based on wind from all directions.
- 4. Pleaseprovide scale drawings showing releasepoints andintakes.
