50-328 SEQUOYAH NUCLEAR PLANT (SQN) - ADDITIONAL INFORMATION FOR TECHNICAL SPECIFICATION (TS) CHANGE 88-12
Reference:
TVA letter to NRC dated June 13, 1988, "Sequoyah Nuclear Plant (SQN) - Technical Specification (TS) Change 88-12" The reference letter submitted a proposed TS change for SQN units 1 and 2.
The TS change proposed deletion of the organization charts from section 6 of the TSs in accordance with Generic Letter (GL) 88-06.
The NRC SQN Project Manager has raised a question about the wording and format of the proposed change.
The proposed specifications 6.2.1.b and 6.2.1.c do not specify position titles for the corresponding management positions identified by the proposed specifications. As identified in enclosure 2 of the reference letter, the wording and format of the proposed change was modeled after the approved Shearon Harris specification. However, to facilitate the processing of the proposed TS change and to better reflect the intent of GL 88-06, the title "Senior Vice President, Nuclear Power" may be incorporated into the proposed specification 6.2.1.b to identify that position as the corporate officer having responsibility for overall plant nuclear safety.
Similarly, the title "Plant Manager" may be incorporated into the proposed specification 6.2.1.c to identify that position as the onsite management position responsible for overall unit safe operation.
