. PERIOD January 8,1988 - JANUARY 21, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities ~at the plant during the report period.
These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.
Subsequent inspection reports will address many of these topici in more detail

ENCLOSURE PEACH BOTTOM ATOMIC POWEK STATION STATUS REPORT' FOR THE PERIOD January 8,1988 - January 21, 1988 1,0 Plant Status As of 8:00 a.m. on January 21, 1988, Unit 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with reactor coolant temperatures less than 200 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.
2.0 - Facility Operations Summary Unit 2 is in day 315 of its seventh refueling outage that began March 13, 1987.
Final work is being performed to support the reactor pressure vessel hydrostatic test that is currently scheduled for late January, 1988. Unit 3 has been in a cold condition per the March 31, 1987, NRC Order since April 1, 1987. Unit 3 is in day 113 of its recirculation system pipe replacement outage that began October 1,-1987.
Primary system piping decontamination has been completed. General area dose rates were reduced by a factor of three to five. Pipe cutting will start within the next two weeks.
3.0 Items of Special Interest 3.1 On January 15, 1988, the U.S. District Court in Harrisburg found two Peach Bottom employees (one PECo and one. contractor) guilty of conspiracy and possession to distribute methamphatamine.
They will be sentenced on March 11, 1988.
Two other workers were found not guilty and actions are pending on the final two.
4.0 Other Items of Interest 4.1 On Janua y 9,1988 the PEco shift security supervisor observed an inattentive compensatory guard (watchman).
The watchman was reliever, escorted out of the protected area, and dismissed. A search >f the vital area was conducted and no abnormalities were noted.
4.2 On Jaauary 12, 1988 a health physics (HP) technician found a white powdery substance in the HP break room. This room is on the second fle.or of the access control center in the protected area. A field test on the substance indicated it was cocaine. However, the laboratory test determined the substance to be bicarbonate.

4.3 Unit 3 received a scram signal from high water level in the scram discharge instrument volume on January 19, 1988.
The scram signal occurred when the air header was isolated for maintenance, allowing the entire hydraulic control unit bank to bleed down which caused the scram inlet and outlet valves to open and water to drain into the scram discharge instrument volume. All control rods were fully inserted and no rod motion occurred.
I 4.4 On January 20, 1988 plant security took too long to respond to a vital area door alarm because of several complicating factors.
The affected areas were searched and no unauthorized individuals were found.
4.5 On January 20, 1988 a blown fuse caused a partial group III containment isolation on Unit 2.
No valve movement occurred as the valves were already closed.
Resident and region based inspectors are following the licensee's actions regarding these occurrences.
5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant activities between January 6 and January 21, 1988. These individuals consisted of the following:

Myers Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.
The resident inspector routine inspection report (numbers 50-277/87-24; 50-278/87-24) for the period October 17 to November 27, 1987 was issued on January 11, 1988.
Two violaticns were cited.
One recurrent violation with multiple example was associated with failure to adequately survey and cost radiological conditions. The other violation was associated with inadequate document control for work on the emergency cooling water system piping supports.
Two NRC Region I security inspectors were on site during the week of Janua ry 18, 1989.
The NRC evaluations of the operating crews at the Limerick simulator was completed on January 14, 1988.
Each of the six operating crews have been observed and evaluated while responding to events on the simulator. An inspection report (50-277/87-35; 50-278/87-35) will be issued in the future.
