20555 Gentlement DOCKETS 50-266 AND 50-301 ASME SECTION XI, RELIEF REQUESTS FOINT BEACH NUCLEAR PLANT, UNIT 5 1 AND 2 In a letter dated January 25, 1988, as supplemented by our letter of May 31, 1988, Wisconsin Electric submitted a relief request ft'om the examination requirements of Section XI of the ASME Boiler and Pressure Vessel Code for the reactor coolant pump (RCP) casing welds at Point Beach Nuclear Plant (PBNP), Units 1 and 2.
This

request was approved by the NRC in a letter dated August 2, 1988.
i In our May 31 letter, we stated that we would attempt ultrasonic l
testing (UT) examination o" ane weld cf a Unit 1 RCP casing during the spring 1989 refueling outage.
The purpcse of this test would be to determine the practicality of performing UT on the stainless pump casing welds at the Point Beach Plant.
Becauce of favorable scheduling circumstances during the recent Unit 2 outage, we were able to attempt the UT examination on the Unit 2 "A" RCP.
The UT examination was attempted in the thinnest, most uniform part of the weld: a location where we would expect l
the best chance for a meaningful UT exam.
The results of this attempt to den.onstrate the practicality of UT I
examination of the RCP welds were unsatisfactory.
We were unable

to even detect the inside wall of the pump casing. We attribute this to excessive signal scatter caused by the granular structure
[
of the stainless steel.
This attempt confirmed our belief that UT t
of the RCP casing welds is impractical at Point Beach Nuclear

Plant and that relief from the testing requirements was and I
continues to be an appropriate action.

We believe this demonstration fulfills our commitment to determine I
