This letter serves to withdraw the Department of Energy's (DCE) application for certification of the new shipping cask for HFIR spent fuel.
Both the DOE and the NRC have been working on certification of this package. However, the new HFIR cask will be used mutually only for DOE shipments between DOE facilities.
If it becomes necessary for the HFIR cask to be used for shipnv nts by NRC s
licensees, the DOE will, at that time, reapply for an NRC Certificate of Compliance. The DOE approved Safety Analysis Report and the DOE certifiction staff's Safety Evaluation Report (SER) will be forwarded to you with the application.
We understand that the initial NRC review has raised several questions on the new HFIR cask.
It requested that you provide these questions to us in order that we can make sure thev are answered to NRC's satisfaction before a DOE Certificate of Compliance o issued.
The DOE docket number assigned to this cask is 87-23-9861.
