SUBJECT:

PROPOSAL TO REVISE SCHEDULE FOR THE DEVELOPMENT OF NUCLEAR POWER PLANT LICENSE RENEWAL P0t.lCY NRR has been closely monitoring the progress of activities related to the development of a plant license renewal policy. NRR understands that much of the preliminary work of the policy development has been performed by the Mitre Corporation and that the current schedule calls fo-the publication for coment of a Mitre report discussing regulatory considerations of the technical issues pertaining to plant license renewal policy.

Following publication of the Mitre report NRR believes that there is an opportunity to accelerate the completion schedule for license renewal policy development.

NRR contends that upon receipt of: 1) the public comments on the Mitre report;

2) the report from OGC discussing the legal requirements or the need for revision of requirements; and 3) upon completion of the public meeting to discuss the connents received. RES, NRR and OGC should be in a position to prepare both a proposed policy statement and a proposed rule prior to returning to the Comission in late 1988. NRR believes that little new information or insight wculd be obtained by going out for public cossent on a proposed policy statement ehere the substance of the policy has been reviewed on two previous occasions, Therefore NRR recomends that consideration be given to revising the schedule for license renewal policy to prepare both a proposed policy statement and a proposed rule by the end of calendar year 1988. NRR is available to discuss this reconnendation in detail or to discuss other optiens which may be available to accelerate the schedule for completion of this topo cant regulatory a.tivity.
