Subject:

Docket No. 50-482 :

Request for Use of ASME Code Case N-460 Centlement The purpose of this letter is to req ue s t that the Nuclear Regulatory i

l Commission (NRC) authorize use of ASME Section X1 Code Case N-460 entitled I

" Alte rnat e Examination Coverage for Class 1 and Class 2 Welds,Section XI Division I" pursuant to 10 CFR 50.55a(a)(3) for Wolf C reek Generating Station. This Code Case was approved by the ASME Boller and Pressure Vosel Code Comisittee on July 27, 1988.

t Code Case N-460 was draf ted by EC&G Idaho under contract to the NRC.

The

{

Code Case was initiated af ter historical review of numerous NRC approved relief reques ts.

Many relief requests had been submitted by utilities when the Section XI r.: quired 100% examination of the volume or area of Class 1 l

and 2 welds could not be examined.

Rather than continue the prseess of approving relief r eq ue s t s,

the Code Case was written to provide an acceptable alternative to the Code req ui red 100%

examination when interferences or part geometry prevented such exarnination. Use of this Code Case will allow acceptance of a reduction in examination coverage on any Class 1 or Class 2 weld provided the reduction in coverage for that veld is less than 10 percent when the entire examination volute or area can not be examined due to interference by anather component or part geometry.

This j

Code Case provides an acceptable level of q uality and safety when the l

Section XI requirements can nit be met.

I Sir.ce the subj ec t ASME Code Case is not currently listed in Regulatory Guide l

1.147, Revision 6, as a Code Case endorsed by the NRC, Wolf Creek Nuclear Operating Corporation (WCNOC) reques t s approval prior to January 5, 1989.

j Approval of this Code Case by the date requested would coincide with the end j

of ISI Period 1

at WCNOC and will allow acceptance of a number of l

examinations that would otherwise r eq u ire specific relief from the ASME l

Code.
