In August of 1997, the USDOT indicated that DOT 20WC packaging would be expected to meet the performance criteria of the 1996 IAEA Regulations for the Safe Transport of Radioactive Material The planned implementation date was January 1,2001.
In light of these changes, MDS Nordion embarked on a design project and expended considerable resources in designing a family of overpacks to replace our fleet of 20WC's used for current shipments ot'the Gammacell 40, Gammacell 1000 and Gammacell 3000 product lines. MDS Nordion has completed the overpack design, developed a test plan, and built a prototype F-430 package to be used for drop tests which we originally schedubd for June,1999.
During the development of this project, MDS Nordion endcuvoured to keep your office informed of our progress. Ilowever, at a meeting on May 5,1999 with Richard Hoyle, USDO r, he adsised that the position of the USDOT may have changed with regard to the ongoing use of 20WC packaging.
At our meeting on May 5.1999 with David Tiktinsky, we advised that we planned drop tests of the F-430 for mid June. We have now delayed these drop tests until we can obtain clarification in writing of the
,o USDOT's and USNRC's position on these package designs.
MDS Nordion must now re-evaluate its priorities based on your comments. In order to do this, our p/f }
company requires a letter from your department clearly indicating the USNRC's intentions with respect to l
implementation and adoption of the 1996 I AIIA Replations for the Safe Transport of Radioactive Mater;al, and the continued use of the 20WC packa2ing.
