Dear Mr. Russell:
The referenced SALP report solicited our consents on the i
report and specifically requested a response addressing actions l
planned to improve perfrrmance in the Security and Safeguards area.
This letter responds to that request.

I Effective April 1, 1988, the Peach Bottcm security operation began reporting to the Support Manager on site.
In early July, just prior to the end of the SALP period, the Nuclear Security Specialist and the Chief of Nuclear Security at Peach Bottom were assigned to other duties, and the Nuclear Security Specialist and a Shift Security Assistant frcm Limerick were temporarily assigned to Peach Bottom to fill the two line reporting positions in the security section.

Mr.,W. T. Russell, Administrator Noicmbar 29, 1988 Page 2 near the end of the SALP period, a decision was made to change the security contractor.
This change was completed on August 27, 1988 when Protection Technologies Incorporated (PTI) assumed the responsibility for providing security at Peach Bottom.
PTI provides security at Limerick Generating Station where a SALP rating of 1 in the security area was recently achieved.
The SALP report identifies insensitivity to human factors, long work hours without breaks, excessive overtime, and staffing problems which were exacerbated by firewatch and plant security competing for a common pool of trained personnel, as causel factors affecting performance in the security area.
The following improvements were made in this area: firewatch and security personnel r.re no longer a shared resource; post rotations are set at approximately two hours with more frequent changr-in inclement weather; work schedules are set well in advance; a.. : days off are preserved to the maximum extent practical.
The SALP report identifies a lack of effective oversight of the program.
The SALP report acknowledges our Security Problem Root Cause Assessment, which was performed by the Independent Safety Engineering Division of Nuc! Mar Quality Assurance and which was discussed at a meeting with your staff on July 20, 1988.
Our assessment identified three root causes:
divergent understanding of scope and responsibility for the program, philosophical differences with respect to stancards of acceptable performance, and ineffective manageacnt of the security contract.
We have initiated and completed a number of tasks aimed at improving program oversight and correcting the ide..tified root causes.
Contract language has been strengthened to ensure greater accountability, performance incentives have been developed, and monthly management meetings are being held between PECO and PTI.
The scope of the nuclear security program has been developed and approved; procedures sta.ing responsibilities and interfaces have been issued; and a follow-up meeting will be held to assure clarity of understanding la these areas.
We are stressing with PTI the need to work together as a team to improve the PBAPS security program.
Day-to-day oversight of the contractor's performance is provided on-shift by the Shift Security Assistants.
In order to improve their ability to oversee the security program, these Assistants were provided with twenty-eight (28) additional hours of training.
This training focused on increasing tteir understanding of the responsibilities for continuous program oversight and provided them with additional insight about the NRC inspecticns and performance expectations.
The Shift Security Assistants alce attended a four day training session which is designed to increase supervisory skills.
This training ptogram was developed for first line supervision and above.

Changes being made to maintenance and modification pr-ocedures will assure that security is included in the planning process.
The Nuclear Security Specialist has started to hold periodic meetings with ooerations personnel including Shift Managers and operators to discuss mutual concerns.
Quarterly meetings between PECO management., PTI management, and PTI security force members to discuss resolution of mutual concerns have begun.
In summary, we believe that the changes made over the last few months will greatly improve our performance in the security area.
We are committed to developing a strong program characterized by sensitivity for people, with hands-on oversight.
