JUN 171988 MEMORANDUM FOR:

Charles E. Rossi, Director Division of Operational Events Assessment Office of Nuclear Reactor Regulation FROM:

Carl H. Berlinger, Chief Generic Comunications Branch Division of Operational Events Assessment Office of Nuclear Reactor Regulation

SUBJECT:

TRIP REPORT - MEETING WITH THE INSTITUTE OF NUCLEAR POWER OPERATIONS (INPO)

Over the past several months, the Generic Comunications Branch (0GCB) has attempted to identify ways in which the feedback of operational safety data to industry via NRC generic comunications could be improved.

As part of this effort, OGCB decided to study the feasibility of the NRC's developing an electronic data and comunications system to allow faster (though less formal) feedback of operational safety data to industry.

In order to gain a better understanding of how an electronic data and communications system works, 0GCB requested a meeting with INP0 to discuss how INP0's NPRDS and Nuclear Network systems operate.

This meeting was held on March 17,1988 at INP0's Marietta, Georgia headquarters.

During this meeting, the discussions centered on operational experience, maintenance and support requirements, and general problems INP0 has encountered with NPRDS and Nuclear Network.

For example, 0GCB learned that electronic data and comunications systens normally require the use of a minicomputer (as opposed to a micro or ma hframe computer), that the wide variety of telecomu-nications equipnent (such as types of modems) comercially available must be considered when selecting comunications equiprnent (that is, ensure that the comunications equipment that you use is compatible with what is used by others), and what types of computer equipment INP0 currently uses with NPRDS and Nuclear Network. The meeting concluded with INP0 giving the 0GCB members a tour of their computer facilities.

r JUN 1 7 1988 Charles E. Rossi This meeting resulted in 0GCB obtaining a better understanding of how an electronic data and comunications network functions, including an understand-ing of the operational problems, maintenance and support requirements, and the amount and type of computer equipment needed.

This, in turn, will assist 0GCB in determining the feasit, ility of the NRC's developing an electronic data and comunications system.
