Dear Chairman Zech:

I am writing to express my concern over the recent decision of the Executive Director of the Nuclear Regulatory Commission (NRC) to reduce the number of NRC staff onsite at Three Mile Island (TMI) Unit 2 during the ongoing removal activities.

I also understand that the removal schedule has been extended.

In addition, I wish to express my suprise that, after years of expressing strong interest and concern over the TMI incident, NRC failed to notify me in a timely manner of apparently significant changes in the TMI Unit 2 cleanup activities.

A reduction in staff from eight professional members to two professional members, particularly the loss a senior manager and health physicists, on its face, appears to signal reduced oversight by the NRC.

Similarly, extending the schedule for the removal of the contaminated material can be viewed as a weakening in NRC's commitment to safely removing the threat of nuclear exposure.

I recognize, however, that NRC may have valid reasons for both of these decisions.

The precedent-setting nature of this project to remove the fuel and contaminated materials from the site of this nation's first, and hopefully only, nuclear accident calls for the highest degree of public disclosure of all actions related to the cleanup.

I, along with the citizens of Pennsylvania, deserve a full explanation of NRC decisions concerning significant changes to the TMI Unit 2 cleanup plans.

I believe that NRC should also present the people of Pennsylvania with a full explanation of the decision and its implications.
