OF SEPTEMBER 17,1998, MEETING WITH THE NUCLEAR ENERGY INSTITUTE (NEI) AND THE BOILING WATER REACTOR OWNERS GROUP (BWROG) REGARDING FIRE PROTECTION CIRCUIT ANALYSIS On September 17,1998, representatives of the Nuclear Energy institute (NEI) and the Boiling Water Reactor Owners Group (BWROG) met with representatives of the Nuclear Regulatory Commissbn (NRC) at the Embassy Suites Hotel at the Chevy Chase Pavilion, Washington, DC.

J provides a list of meeting attendees. The purpose of the meeting was to discuss fire protection circuit analyses issues with the NEl Circuit Failure issue Task Force and the BWROG Appendix R Committee.

The first portion of the meeting was devoted to an overview of the issue and the NEl coordination efforts. After introductions and brief opening statements, the NEl representative opened the discussion by stating that he was interested in knowing what the staff is doing with respect to the risk significance of fire-induced c:rcuit failures. He said that NEl is coordinating

with both the BWROG and the National Fire Protection Association (NFPA) on circuit failure issues. He provided a handout regarding that coordination that is included as Attachment 2.

l Later in the meeting, it was established that there is no official NFPA coordination, just commingling of participants from the NFPA 805 committee. Significantly, the handout says the NEl Task Force TF) product will be a " proposed safety significance determination method for r

discussion with NRC in December of 1998." Although the three pressurized water reactor (PWR) Owners Groups are not officially participating, the BWR Utilities have overlapping u

g ownership of PWRs in most cases, and the NEl TF and BWROG product will be largely O

" generic" across all U.S. vendors. As shown on the Elides, the NEl TF will produce probabilistic U

safety assessment (PSA) related tools and information, while the BWROG will produce non-PSA related tools.

EGM was a "short term" product awaiting Circuit Analysis Resolution Plan (CARP) results l

including a potential generic letter (GL). The staff also said that NRR is " leaning towards" holding off on the GL until the NEl/BWROG products are available,' their meanings are known, and implementation of the products has been described. The staff asked for an NEl letter

^ describing the two efforts of NEl and BWROG with the intent that this information would be l

included in a CARP revision and management briefs. The staff also noted that a draft information notice on this subject is getting a second round of NRR management review.

fall, probably November, and that the fifth through eighth FPFis probably wouldn't get started until CY 09.

NEl asked the staff for an NRC circuit analysis contact. The staff noted that Nathan Siu is the l

priority in the fire research program.

- The discussion shifted to the BWROG Appendix R Committee portion of the meeting.- The BWROG presentation slides are included as Attachment 3. it was discussed that the future NRR reviews of the products would be so generic that generic fees should be charged for them, rather than charging the BWROG or NEl. It was agreed that this issue would be resolved in the NRC response to the NEl letter on the efforts. NRC person or contractor kept a copy.

The NRC believes there are approximately 100 such documents while the BWROG count over 200.

The issues of hot short duration and loss of offsite power were next c"scussed in detail. It was agreed that the next NRC/BWROG meeting would be sometime in the f::ll, last two days, and include 2-3 hours for an NEl TF/NRC meeting. It was also agreed that documents would be submitted for advance review at least 2 weeks before the meeting and the hardest 10 of a planned 23 issues would be on the agenda. The last NRC/BWROG meeting was planned for mid to late January.
