Dear Mr. Colvin:
The purpose of this letter is to provide NRC's response to your November 10, 1987 letter titled "NUMARC Te'hnical Specifications Working Group Key Implementation Issues for Restructured Technical Specifications." In that letter you stated that resolution of these issues will be a key factor in individual utilities' decisions on whether to convert to the new Standard Technical Specifications (STS) being developed by the owners groups.
The enclosure to this letter documents our review of the industry's position on each key implementation issue.
The common focus of the industry's positions and the NRC staff's responses is on how to structure the process of convertino to the new STS so as to conserve both industry and staff resources and thereby ensure that the safety and operational benefits to be derived from the conversion to the new STS will not be outweighed by the implementation costs.
O For the most part we are in agreement with the approach outlined in your letter.
We have, however, proposed some alternatives in the particular areas identified in the enclosure which we believe will improve the process. With these changes we believe all of the individual utilities should be able to participate in the improvement program with full confidence that the benefits to be achieved will far outweigh the costs.
The staff will continue to interact with the NUMARC Technical Specifications Working Group as well as the individual vendor owners groups as needed to keep this important program moving, forward.
