Dear Mr. Thorne:
Enclosed is an export license application from Mitsubishi International Corporation for a license to export 85,000 kilograms of natural uranium as UF6 for enrichment at Power Reactor and Nuclear Fuel Development Corporation's Nigyootooge Works enrichment plar.t in Japan. The material ultimately will be used as fuel in the Takahama Unit 3 Nuclear Power Reactor.
Before taking action on this request, we would appreciote your views, in 1
accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended.

'Ihe country of origin of the uranium is the U.S.A.

'Ihe relevant natural UF6 will be delivered at Allied - Signal, Inc.,
Metropolis Works in Metropolis, Illinois.
After being exported to Japan, it will be enriched by WC, converted to U02 powder, pulletized and fabricated into fuel assemblies by Mitsubishi Nuclear Co., Ltd. or Nuclear Ibel Industries, Ltd.
As to the validity of the export licenso, w wish to have a two year period frun the data of issuance.
