OF JUNE 3,1999, MEETING WITH ABB-COMBUSTION ENGINEERING (ABB-CE) REGARDING ABB-CE's CROSSFLOW TOPICAL REPORT On June 3,1999, a public meeting was held at the U.S. Nuclear Regulatory Commission's (NRC's) offices in Rockville, Maryland, between members of ABB-CE, AMAG, utility, and NRC staff. Attachment 1 lists attendees at the meeting, and Attachment 2 contains a copy of ABB-CE's presentation material.
The purpose of the meeting was for ABB-CE to apprise the staff of its plans for a topical report submittal on the CROSSFLOW ultrasonic flow measurement system. As proposed by ABB-CE, the CROSSFLOW system would be used to support a technical basis for an exemption to Appendix "K" with an increase in licensed thermal power of approximately 1% This increase in licensed power would be justified based on the improved feedwater measurement accuracy provided by the CROSSFLOW system.
During the meeting, ABB-CE representatives presented a brief overview of the CROSSFLOW measurement system, topical report proposed content, schedule information, and the lead plant (Duane Arnold) application.
The major discussion was centered around the scheoule information. ABB-CE intends to

representatives stressod that the target date for staff's issuing an SER in December 1999 is 4
very important to them in order to support several licensees' licensing actions. The staff didn't

effort to support ABB-CE's need.
was The staff indicated that review of.the exemption and power uprate amendment requests for Duane Arnold would follow the pattern established for the similar Comanche Peak power uprate review. The staff emphasized that the review scope for the power uprate amendment includes possible impiications on all safety analyses (i.e., beyond ECCS analysis). Therefore, the meeting participants acknowledged that the proposed review schedule was very aggressive.
