BRANCH May 21, 1988 Samuel J. Chilk Secretary of the Commission Attention: Docketing U.S. Nuclear Regulatory Commission and Service Branch 1717 H Street, N.W.
Washington, D.C.
20555 Dear Sir On May 9, 1988, the Nuclear Regulatory Commission (NRC) published a proposed change to its emergency planning requirements for fuel Icading and low power operation of nuclear power plants.
The proposed rule change would eliminate many existing low power licensing requirements, including the followings offsite emergency response plans, any public notification systems (including strens), and the training of offsite emergency response personnel.
As a resident of the Seabrook nuclear plant area, I vigorously oppose the proposed amendment to existing safety requirements.
The proposed rule has been developed with only the utility's interests in mind.
The NRC is once again moving to place the i
public at risk for the sole purpose of a.11 ewing Seabrook Station to obtain a low power license, even though its ability to be granted a full power license is seriously in doubt.
I'n the i$terest of pub 1ic'sa'fety, I urge the C5mmiasion to reject
