HIGH TO LOW-ENRICHMENT CONVERSION APPLICATION

Dear Sir:

) Pursuant to paragraph (c)(2)(111) of 10 CFR Part 50.64, we are submitting an application for conversion from high to low enriched uranium for the research reactor at Iowa State University (R-59). Attacned to this letter are the following supporting documents:

1. Revised Technical Specifications, dated November 1988.
2. A copy of the current Technical Specifications with the changes required by the conversion from HEU to LEU clearly delineated.
3. Amendments to the Safety Analysis Report required by the conversion from HEU to LEU that support the changes in the Technical Specifications.
4. Copies of all changed pages of the 1982 SAR with vertical bars to the right of all changed parts. >

In addition to the application to convert to LEU fuel, we also request amendments to license R 59 allowing us to possess and use up to 5.0 kg of 19.75% enriched uranitm fuel and to continue to possess, but not use, up to 4.6 kg of 92% enriched uranium fuel, until we are able to remove the HEU fuel from the facility.

There are no changes to the physical security, emergency, or the requalification plans required for LEll conversion. Retraining of the operating staff will start a few months prior to receiving LEU fuel, now scheduled for fabrication in the Fall of 1990. Expanded temporary fuel storage capability and fuel loading procedure are being considered; we will submit our plans to NRC before LEU fuel is fabricated. <
