SUBJECT: NRC INSPECTION REPORT 50-440/98021(DRS)

On October 22,1998, the NRC completed an inspection at your Perry Nuclear Power Plant.

The enclosed report presents the results of that inspection.

During the 1-week period covered by this inspection period, your conduct of activities i

surrounding the implementation of the licensed operator requalification program was generally

characterized by safety conscious operations and sound evaluation of licensed operator

performance. The inspectors determined that your licensed operator requalification program

was being implemented in accordance with 10 CFR Part 55 requirements.

However, the inspectors identified a lack of quality control measures in regard to management's l

review and approval of the examination material used for NRC-style performance evaluations. '

These re!!ews were not documented for the operating test portion of the examination. In I

support of this concern, the inspectors identified a lack of appropriate evaluator cues and valid

performance standards for a number of the job performance measure checklists used to

administer the in-plant performance evaluations. The circumstances surrounding this issue are

described in detailin the enclosed report. Please note that you are not required to respond to

this letter,
