Dear Dr. Ortiz:

In response to Larry Shipers' letter to Ms. Lynn Deering dated May 20, 1988, Lynn cod I have reviewed the revised Task 1 Work Plan for FIN A1764 Based on our review, we conclude that the Work Plan is acceptable with the following changes: (1) Section 3.1.4.2 shculd be revised to state that the technical letter reports under Subtask 4.2 will include sufficient technical inforrration to allow NRC staff to access and execute computer codes implemented by ShlA and to referencr irprtcr.t docun.ents to assist users in understanding the execution, app'iicability, and theoretical basic for each code; and (2) Section 4.1 should be revised to state that the supervisor, Waste Managerrent Systems Division, will r.ctify the !? MSS Pit of the name of his authorize.d CA delegate prior to deletating responsibility to that individual for QA in.plementation. Given the nature of these changes, you do not need to resubmit the revised Task 1 Work Plan to NRC. By this letter, therefore, I approve the Task 1 Work Plan as modified above.

Mr. Shipers cr.d the FIh A1764 tearn at SHLA should be commended for ceveloping an effective and realistic Work Flan that promises to provide hRC with the Low. Level Radioactive Waste (LLW) Performance Assesso.ent I:ethodology and related products in a timely manner. We are rely %g on SNLA's support in developing and refining KRC's performance ossessrr.ent capabilities in the LLW program area.

The action telcr by this letter is considered to be within the scope of work for FIN A1764. This letter does not authorize changes in costs or schedules of products or services under FIN A17ft. Please contact me immediately at FTS 492-0565 if ycu consider that this letter will result in changes in costs or schedules of contracted products or setvices.

Sincerely, Michael F. Weber, Project Manager Technical Branch Division of low-Level Waste Managerrent and Decornmissiening, HMSS
