COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 WEATHER PROTECTION FOR CLASS 1E COMPONENTS SDAR: CP-86-68 (FINAL REPORT)

Gentlemen:

On October 2, 1986, we verbally notified your Mr. I. Barnes of a potentially reportable deficiency involving weather protection of Class 1E components used in outdoor installations. Our most recent interim report was logged TXX-6867, dated October 16, 1987. After further evaluation we have determined that this item is not reportable pursuant to 10CFR50.55(e).

No safety significant conditions resulting from this deficiency have been identified to date.

The cause of this condition has been identified as insufficient sealing requirements specified in Specification 2323-ES-100, "Electrical Erection Specification".

This specification has been revised to include specific sealing requirements for outdoor conduits and junction boxes in order to prevent recurrence of the problem.

All existing junction boxes installed outside are being inspected for the presence of rust and water accumulation in accordance with Field Verification Method CPE-PVM-EE/ME/IC/CS-089, "Post Construction Hardware Validation (PCHV)

Program Engineering Walkdowns".

This Field Verification Method supercedes CPE-FVM-EE-054, "FVM to Acquire Data on Weatherproofing of all Outdoor Class lE Terminal / Junction Boxes and Associated Conduit Fittings", which had been referenced in a previous submittal to you. Any deficiencies identified during PCilVP walkdowns will be documented on Non-Conformance Reports (NCRs) and evaluated for safety significance on a case by case basis.

Field verification walkdown for Unit 1 is scheduled for completion by March 1,1988, and for Unit 2 by November 1, 1988.
