This memorandum transmits the original of the notice and 5 copies in accordance with SECY precedures. The date to be inserted on page one of the notice should be 60 aays after the date of publication in the Federal Register. Also enclosed is a copy of the Technical Position to be forwarded to the PDR.
Please publish this notice in the Federal Register by June 14, 1988, to avoid delays in
