1 This is in response to your request of November 12, 1988, for the Comission to extend the public coment period on the proposed fitness-for. duty rule.

j As further discussed below, the Comission has provided ample opportunity for public awareness of and participation in this rulemaking process. Accordingly, I

your request must be denied.

Coments on the proposed rule should be submitted by November 21, 1988.

Nevertheless, coments received after that date will also be considered if it is practical to do so. However, we cannot assure full consideration except as to comments received by November 21, 1988.

The Comission indicated it was considering this rulemaking and discussed the peneral contents of the proposed rule during a public meeting)on December 1, 1987. The contents of the proposed rule (SECY 88 129 were dis.
