The Commission was briefed by the staff, industry, and a public interest group on the proposed revision to 10 CFR Part 20, "Standards for Protection Against Radiation."

-2 Commissioner Roberts requested that the ACRS provide the commission its position on the deletion of Section 20.205 from the proposed revision to Part 20.

Commissioner Roberts rcquested OGC's position as to whether guidance to Federal agencies signed by the President is sufficient justification 22I Ha to preempt the backfit requirements of 10 CFR 50. 109, as the staff argued in SECY-88-315.

On the same issue, Commissioner Curtiss requested the General Counsel to review whether there is any benefit, given the limited nature of the waiver, in granting an exemption under 10 CFR Sec. 50.12 to the Commission's backfitting regulations versus the approach suggested by the staff, which is to waive the backfit rule but not apply the 50.12 exemption.
(Subsequent to the briefing, the General Counsel, by memorandum dated November 22, 1988, responded to Commissioner Curtiss' request.)
Commissioner Carr requested the staff to inform the Commission of NRC procedures for the controlling and accounting of radiation exposure to NRC employees and NRC contractors.

Commissioner Curtiss requested the staff to report to the Commission whether the recent IAEA OSART review of the Calvert Cliffs Nuclear Power Plant included licennee's radiation protection program, and if so, whether the program was evaluated against the international guidance, and the conclusions reached.

by General Electric to adopt a system using committed dose for design and daily control of the work place and annual dose to assess and manage the actual dose to workers conforms with the President's Federal guidance.

address if the revised estimate of risk expected to be reflected in the BEIR V report is already included in the proposed final amendment to 10 CFR Part 20 rule.
If not, what is the likelihood that Part 20 may warrant further revision as a result of publication of BEIR V?
When does the staff expect the BEIR V to be issued?
