Docket No. 70-7001 Monthly Update on Progress of Seismic Upgrades to Buildings C-331 and C-335

Dear Mr. Pierson:

In accordance with USEC's commitments in our April 15,1998 letter (see the reference), the purpose of this letter is to provide the monthly update on the progress of the installation of the seismic upgrade modifications to Buildings C-331 and C-335.

An update on the progress of the C-331 and C-335 seismic modifications was provided to the NRC in a telephone call between Dr. Carl Paperiello (NRC) and Mr. George Rifakes (USEC) on October 29,1998, following an evaluation of the overall project conducted by consultants retained by USEC.

As discussed in that call, USEC has determined that the seismic upgrades to these buildings cannot be completed by June 30,1999 as required by Issue 36 of DOE /ORO-2026, " Plan for Achieving If Compliance With NRC Regulations at the Paducah Gaseous Diffusion Plant" (the Compliance Plan).

. Construction activities in the buildings have proven to be substantially more difficult than originally anticipated. In numerous locations, a significantly greater than expected effort has been required to a

remove and relocate interferences, remove existing steel, and install the new steel. These N

unanticipated difliculties, coupled with the reduced weker productivity experienced in the high heat conditions of the process buildings, are projected to more than double the original estimated cost of the project and will result in a delay of approximately 12 months in the overall construction schedule.

A Certificate Amendment Request is in preparation to modify the Plan of Action and Schedule

associated with Compliance Plan Issue 36 to reflect a revised date for completion of the seismic modifications in Buildings C-331 and C-335. USEC will submit this Compliance Plan change to the Department ofEnergy (DOE) for approval by December 11,1998. Two weeks following receipt of the DOE letter approving the changes to Compliance Plan Issue 36, USEC will submit the associated

. Certificate Amendment Request to the NRC for approval.

Upon completion of this review, USEC will submit, under separate cover, changes to the current construction sequence described in Reference 2.
