J The Nuclear Regulatory Consission (NRC) published a proposed rule on fitness-for-duty (10 CFR 26) in the Federal Register on September 22, 1988, and invited consents by November ff;~1988. Alabama Power Company (APC) attended the NUMARC workshop on fitness-for-duty on October 20, l

1988, and participated in the developeent of the N1? MARC coseents on the proposed rule.

Based on our participation in thu workshop and in i

accordance with the advance rulemaking request for public comments, APC hereby endorses r;he NUMARC coseents to be subsitted to the NRC on November 18', 1988.
